Awards last 36 months of full-time study only. The CSC does not fund four-year PhDs, and funding will not be extended so you can add a second qualification. Scholars must be available to start by the beginning of the UK academic year in September 2027. Outcomes are expected by July 2027, after nominators forward candidates in December 2026.
Who Can Apply
You must meet every eligibility rule, not most of them. The CSC requires that you:
- Are a citizen of, or have been granted refugee status by, an eligible Commonwealth country, or are a British Protected Person
- Are permanently resident in an eligible Commonwealth country
- Can start academic study in the UK by September 2027
- By September 2027, hold a first degree of at least upper second-class (2:1) honours standard, or a lower second-class degree plus a relevant postgraduate qualification, usually a master’s
- Are not registered for a PhD, or an MPhil leading to a PhD, before September/October 2026
- Cannot afford to study in the UK without this scholarship
- Provide all supporting documents in the required format
There is no age limit on CSC applications. Employers may still restrict study leave by age, so confirm that separately. Disabled applicants who can show development potential but do not hold a 2:1 may be considered for a contextualised nomination through the Commonwealth Disabled People’s Forum. One rule is easy to underestimate. All Commonwealth Scholars commit to returning home at the end of the award to contribute to development. Switching to a graduate or other visa to remain in the UK is not permitted.
Eligible Countries For 2027/28
Only these 17 countries are eligible for this cycle:
- Bangladesh
- The Gambia
- Kiribati
- Lesotho
- Malawi
- Mozambique
- Nigeria
- Pakistan
- Rwanda
- Sierra Leone
- Solomon Islands
- Sri Lanka
- Tanzania
- Togo
- Tuvalu
- Uganda
- Zambia
India, Ghana, Kenya, and many other Commonwealth countries are not on this PhD list. A country that appeared in an older article is not automatically eligible now. Check the live CSC page before you spend weeks on a proposal. Citizens of non-listed countries should look at other CSC routes, such as Commonwealth Master’s Scholarships or university-funded awards, rather than this scheme.
What the Scholarship Covers
This is a fully funded award at the tuition level. Scholars are not liable for any part of the approved tuition fee. The CSC agrees fees directly with the UK university.
Each scholarship provides:
- Approved economy airfare from your home country to the UK and return at the end of the award. Fares for dependants are not reimbursed, and journeys made before the award is confirmed are not covered.
- Full approved tuition fees
- A stipend of £1,712 per month, or £2,000 per month at universities in the London metropolitan area, at current rates
- A study travel grant for study-related travel in the UK or overseas
- Provision towards approved overseas fieldwork, including one economy return airfare to the fieldwork location
- A paid mid-term visit home, unless you have claimed or intend to claim spouse or child allowances, or have already received a return airfare home for fieldwork
- Family allowances, where the conditions are met
Family allowances, at current rates, work like this:
- Spouse only, living with you at the same UK address: £313 per month for a maximum of nine months, unless the spouse also holds a scholarship
- Spouse and children living with you: £313 per month for the spouse, £313 for the first child, and £154 for the second and third child under 16
- Widowed, divorced, or single parents with children living with them: £622 per month for the first child, and £154 for the second and third child under 16
These allowances are a contribution, not full family support. The CSC is explicit that real costs are higher, and you must be able to supplement them. A strong proposal does more than name a theme. It shows how the doctorate builds capacity your country can use: a method, a policy tool, a health intervention, a governance reform, or a technology that fits a published national priority. Vague claims about “contributing to development” lose to proposals that name a problem, a method, and a route home into a university, ministry, clinic, or research institute.
How to Apply, And Why the Nomination Comes First
There are two applications, and both are compulsory.

Nominators set their own rules, extra criteria, and closing dates. They put an agreed number of candidates forward. A nomination is not a scholarship. The CSC selects from the nominated pool. Contact your agency now and ask for its 2027/28 deadline, document list, and whether it requires a supervisor statement or a separate national form.
Second, apply to the CSC through CSC Central by 16:00 BST on 20 October 2026: https://portal.csccentralonline.org.uk/application
Nothing sent by email is accepted. Applications cannot be edited after submission. The form uses two-factor authentication, so you need a smartphone or a second email. Keep the application reference and 22-character passcode from the registration email. Prepare answers outside the portal, save often, and use the system’s own back buttons. A browser refresh can wipe unsaved work.
The CSC publishes a template form and a guidance document on the official scholarship page. Use both. Many candidates also need a separate admission application to their preferred UK universities, which can close on a different calendar. Name institutions that can host your project and that participate in CSC awards. The CSC will not casually reorder your choices after selection.

What Usually Gets an Application Rejected
Most failures are procedural, not academic.
- Applying only on CSC Central and never to a nominator
- Missing the nominator deadline, which is often earlier than 20 October
- Already being registered for a PhD or MPhil/PhD before September/October 2026
- Proposing a four-year programme
- Choosing a country that is not on the 17-country list
- A research plan with no clear development theme or home-country use
- Incomplete documents, or files not in the required format
- Waiting until the last afternoon, then losing the form to a timeout or a failed login
Academic standard still matters. A 2:1, or a 2:2 plus a relevant master’s, is the baseline by September 2027. Beyond that, selectors look for a research plan a UK supervisor can actually host, and for evidence you will return and use the doctorate.
Questions Applicants ask Before They Submit
Can I apply if I already live in the UK? You must be permanently resident in an eligible country. Residence and citizenship rules are strict. Read the official page rather than relying on a forum answer.
Does the stipend cover London rent? The London rate is £2,000 a month at current levels. That is a living allowance, not a guarantee that every rent level is covered. Budget before you rank a London university first.
Can my family travel on the scholarship? Dependant fares are not paid. Family allowances are limited, conditional, and described by the CSC as a contribution only.
Is there an age cap? No CSC age limit. Your employer’s study-leave rules may still apply.
Where should I confirm details? Only on the CSC website and with your nominating agency. Rates and country lists can change between cycles.
