What Is the UTS International Research Training Program Scholarship?

The International Research Training Program Scholarship (IRTP) is funded by the Australian Government through the Department of Education and Training and administered by UTS. Its purpose is to attract high-performing international research students into the university’s areas of research strength and to keep Australia connected to global research networks.

It is not a coursework master’s award and it is not an undergraduate scholarship. It supports Higher Degrees by Research (HDR) only:

  • Doctor of Philosophy (PhD)
  • Master by Research

Awards go to newly commencing students. You must already have an accepted place in an accredited HDR course at UTS. The university does not award an IRTP stipend to someone who has not been accepted into a research program.

UTS also considers IRTP applicants for associated awards, including the UTS International Research Scholarship (IRS) and the UTS President’s Scholarship (UTSP), through the same admission form. That means one complete application can put you in more than one funding pool.

Sydney is expensive. International HDR tuition at an Australian technology university is also expensive. The IRTP is valuable because it attacks both problems at once and adds health cover, which is compulsory for most student-visa holders.

It is also competitive for a practical reason: places are limited. UTS policy describes IRTP awards as a limited number of international RTP tuition-fee offset scholarships and stipends, allocated through a competitive process.

UTS IRTP Scholarship Benefits

Official UTS value details for the current round are:

  • Tuition fees: covered for up to 3.5 years for a PhD and 2 years for a Master by Research
  • Living stipend: up to 3.5 years (PhD) or 2 years (Master by Research), AUD 40,500 per year, tax-free from 1 January 2026
  • OSHC: standard Overseas Student Health Cover, single or family, for the duration of the program

The Conditions of Award also describe OSHC for the student, spouse and dependants for a maximum period of 56 months in the 2026 conditions document, and they note that stipend rates are intended to track the base RTP rate once that rate exceeds the university’s set figure. Always check the latest official conditions before you accept an offer, because indexed rates and wording can change between rounds.

What the money is (and is not)

The stipend is a living allowance for full-time study. It is not a salary for part-time consulting, and it is not an automatic extra grant for travel, relocation, or thesis printing unless those items appear in your offer or in a later UTS policy.

Income from work unrelated to the degree does not automatically break the 75 percent rule described below. Funding that is tied to the research degree and exceeds 75 percent of the IRTP stipend rate can make you ineligible.

Who Is Eligible for the UTS IRTP Scholarship?

UTS lists three core tests.

You must:

  • Be an overseas student under the Higher Education Support Act 2003 and be undertaking an accredited HDR course at UTS in the year of the stipend, with enrolment accepted by the university
  • Not receive an equivalent award, stipend or salary that provides a benefit greater than 75 percent of the IRTP stipend rate to undertake the HDR (unrelated income is excluded from that test)
  • Not receive another Commonwealth award or scholarship designed to offset HDR fees

In practice, successful applicants also need to meet UTS research admission standards: a suitable prior degree, English language requirements, a viable research proposal, and supervisory support. UTS research applications normally require a research proposal and a supervisor (or faculty approval). Assessment can take around 12 weeks.

Who should not treat this as their target award

  • Undergraduate applicants
  • Coursework master’s or MBA applicants
  • Applicants who already hold a comparable Commonwealth fee-offset scholarship
  • Applicants who cannot commence in the advertised research session (IRTP offers generally cannot be deferred to another calendar year under the published conditions)

There is no published nationality shortlist. The award is open to international students from all countries who meet the overseas-student definition and UTS admission rules.

How to Apply: One Form, Several Scholarships

There is no separate IRTP form for prospective students. You apply for a research degree and ask to be considered for scholarships inside that application.

Step 1: Choose a research problem and a faculty

UTS expects applicants to start with a research question that matches the university’s strengths. Browse current UTS research themes and faculty pages before you write to anyone.

Step 2: Secure supervisory interest

A supervisor is not a courtesy email. UTS says you normally need a minimum of two academic supervisors for a PhD or Master by Research. Use the supervisor search tool, then send a short, specific email with:

  • a brief introduction
  • why your topic fits that academic’s work
  • a CV
  • a draft proposal or a clear statement of interest in an advertised project
  • academic transcripts

Give potential supervisors time to reply. Two weeks is a realistic wait, not a delay you can leave until the last three days of the scholarship window.

Step 3: Prepare a complete admission file

Typical documents include identity and citizenship evidence, transcripts, a research proposal, a CV, English test results if required, and evidence of supervisory agreement. International applicants from India, Bangladesh, Nepal and Pakistan should note that UTS does not accept a Medium of Instruction letter as English evidence for those qualifications.

Step 4: Submit online and tick scholarship consideration

Register a Future Student account in the UTS Student Portal, complete the research admission application, and tick YES in the Scholarship/Sponsorship Information section. That single tick is what puts you in the IRTP, IRS and UTSP consideration process.

Incomplete or late applications are not considered for the scholarship. Applications submitted after the scholarship close date may still be assessed for candidature, but they miss the competitive funding round.
